I think because in WCP/SO we have the Wasp to handle scramble ops that the Piranha became just a early game fighter. As you said though, it is too bad, it's a great ship.
In WCP MP I like to think of an all piranha fight as the one requiring the most skill since you have limited missiles and HS missiles are useless in MP. It's all about gunnery skills.

That's what I loved about it. It reminded me of pecking away at a Gratha in my Hornet as opposed to most of the ships in the game that blasted the enemy to pieces either with a massive gun salvo or one shot with a charging mass driver.
